HSE Management Systems
The Health, Safety and Environment (HSE) Management System (MS) is a means by which a company implements its Health, Safety and Environment Policy and fulfils its legal and moral obligations. It is a live system that states the company’s intentions and provides methods of achieving them.
The purpose of HSE MS is to provide assurances and demonstrate that there is a systematic approach to HSE management within a company which ensures compliance with statutory law and regulations, company HSE policies and objectives, and maintain continuous improvement in HSE performances.
HSE MS defines the policies, objectives, organisational structure, responsibilities, standards, resources, procedures, processes and controls that are in place to manage HSE protection in all phases of a company’s operations. A typical framework is illustrated below:
Each section of the HSE MS has a function, procedure and specific application that outlines in detail, the processes designed to ensure that all hazards with the potential to cause injury, major asset damage, significant environmental impact, and /or considerable adverse impact to a company’s reputation, have been identified, evaluated and measures put in place to ensure the hazards are suitably managed.

Health Safety and Environmental Impact Assessment HSEIA (safety case) preparation for Borouge chemical facility.
HSEIA is a United Arab Emirates requirement, documenting the Hazards and Effects, Environmental Impact hazard assessment, COMAH and Emergency Response Plan for all major projects.
The Borouge facility comprises of an ethylene plant, an Olefin Conversion Unit, polypropylene plant, a polyethylene plant, Marine Jetty expansion and offshore channel dredging and utilities and offsite unit.

Safety Case preparation for Associated Gas Gathering Solutions (AGGS) for Umuechem, Otumara, Ahia and Adibawa flow stations as part of SPDC commitment to no flaring. The gas is collected, compressed and exported. The safety case as per Shell’s EP 95-0310 is a formal record of how identified risks are addressed and managed to ALARP.
